the reason the problems with cooling are occurring is because of silly environmental policies that they follow. Engines only allowed so many miles... they don't have secondary cooling structures in place, only the primary. If the primary fails then the secondary cooling doesn't have the hopes if it isn't even there.
Trojan in Oregon was torn down because of the conflicting information with cooling and its vicinity to the river. Primary pools were on the sides where water was recirculated and holding pools allowed to cool... nothing in contact with the actual reactor itself. There were conflicts of information saying the water was being pulled from the river and ran back. Not the case. Occasionally cooler water would be pulled from the river, but it would be held in the cooling ponds.
Silly policies are all there is. So water touches a secondary. Big deal. Now look at the situation, I'm sure they are wishing the secondaries were in place now.
