IDWR vs EPA
The 2013 IDWR Letter Permit in now available online at this link. LETTER PERMIT
New for 2013 is the requirement of an EPA NPDES Permit for the operation of motorized equipment.
Now here is where it gets weird. IDWR has listed Open Creeks that allow motorized equipment (Dredges, Highbankers, etc) but, EPA has their own list or map of Open / Closed Creeks.
Take the Clearwater River for example. IDWR says it's open June 30 - Sept 15. EPA says it's CLOSED year round.
Care to look at EPA's maps? Try this one for CLOSED waters. Then look at this one for OPEN.
Did you find any open creeks...look carefully, you may find one...keep looking ! Try a dab of this, it may ease the pain.

also if you dont give yourself away and get caught, you dont need to worry about them stinkin laws!:)
