I barely caught the end of this segment this on Lars Larson show so my facts might be a little bare ....the city of portland wants to cover a steel deck bridge over the Willamette river with grass sod and have a picnic there for a day. problem being that grass sod dirt will drop in the river loaded with all kinds of chemicals used for fertilizer .... so if a dredger lifts a rock thats already in the river its considered polluting, but laying acres of chemically hot sod over a steel grate deck is not ???
